After discussion the motion to issue the license failed: two council members voted against issuing the license and one abstained; the mayor announced the motion was denied.
The council did not adopt an ordinance amendment at the meeting. Staff identified the procedural path for the applicant: if denied by council, the applicant may appeal under the city's appeal process, or the council could authorize an ordinance amendment to change eligibility criteria.
