Campbell County Fiscal Court on Aug. 20 adopted Resolution R54‑25 to set the 2025 real‑property ad valorem rate at 15.3¢ per $100 of assessed value, below last year’s 16.5¢ and below the compensating rate of 16.3¢. The court approved the resolution by voice vote without recorded opposition.
County finance staff told the court the tax‑rate decision will preserve revenue expectations while remaining below the compensating rate. The fiscal court folded the tax decision into broader fiscal actions taken at the same meeting: a vendor‑proposed substitution for a long‑reach excavator, a memorandum‑of‑agreement for senior‑center services, purchase of an emergency‑management staff truck, and the routine approval of claims.
On a motion approved by the court, the vendor agreed to swap the originally bid Hitachi 250LC‑7 excavator for a Volvo ECR260 at the originally awarded price of $323,294 after the distributor reported manufacturer nonresponsiveness. Finance staff said the substitution keeps the county’s lake‑dredging project on schedule and does not increase the cost to taxpayers.
The court also adopted Resolution R56‑25, authorizing the judge executive to execute a memorandum of agreement with the Northern Kentucky Area Development District (NKADD) to provide $63,712 in programming and operations support for the Campbell County Senior Center for fiscal year 2026. Finance staff described the funds as covering wellness programming and multiple units of service for seniors; the resolution passed unanimously.
Separately, the court authorized purchase of an Office of Emergency Management staff truck (low quote $41,224 from a state master contract vendor) and directed staff to solicit proposals for inmate medical services at the detention center, including medical, mental‑health and dental providers. The court also approved an invitation to bid for 2025‑26 snow‑removal services and voted to pay claims dated 08/13/2025 and 08/20/2025.
The fiscal court approved each of the described motions by voice vote and adjourned after completing the agenda. The court said next procedural steps include execution of the NKADD agreement and procurement steps for the excavator substitution and service solicitations.
