UPC recommends franchise amendment to reflect service area cleanup for Galesburg parcel

The Utility Policy Committee on July 10 recommended that the City of Kalamazoo proceed with a franchise amendment to clarify service-area boundaries affecting the Galesburg North 30 Fifth Street area.
Tom explained the amendment is a cleanup of serving-area boundaries among the City of Galesburg, Comstock Township and the City of Kalamazoo water system; the amendment specifically identifies one parcel, Alien Auto Care, that Galesburg currently serves. Committee members discussed whether the franchise amendment requires a new agreement or a legal change and asked staff to consult the city attorney about the necessary procedural steps.
Jeff Chamberlain moved and Peter seconded a recommendation that the city advance the franchise amendment and take the necessary next steps; the motion carried.
Staff said parties (Comstock, Galesburg and city staff) have been contacted and are on board with the change; the committee’s role was to recommend moving the amendment forward and to ask the city to handle legal documentation and formalization.
