Committee directs RFP for Heritage Landing master plan to guide waterfront upgrades and festivals

The Community Development and Strategic Planning Committee voted Aug. 14 to develop an RFP for a master plan focusing on Heritage Landing as part of the county’s Muskegon lakefront waterfront planning.
Bob Lukens, Community Development Director, said the waterfront plan stretches from Hartshorn Marina to Ottawa Street and includes Heritage Landing, the Mark Dock and other properties. He said much of the playground equipment and site infrastructure at Heritage Landing is "beyond its useful life and frankly unsafe," and that a succinct master plan would allow the county to engage the community, better accommodate festivals and cruise ship activity, and position identified projects for grant funding.
Lukens described festival logistics and the possibility of configuring landing space to support multiple simultaneous events, and he said design firms that worked on the original waterfront plan would likely respond to the RFP. Commissioners asked clarifying questions about prior planning efforts and vendor interest; staff said the Smith group and other design firms could be candidates.
The committee approved development of the RFP by voice vote. Staff said the intended product is a focused master plan that could quickly lead to design and engineering work for projects identified by the plan.
