Muskegon County board approves personnel-rule change to let directors approve downgrades

Muskegon County commissioners at their regular meeting on Aug. 21 discussed and moved forward a change to county personnel rules that will allow department directors, together with the administrator and finance, to approve employee downgrades without seeking full board approval. Kristen Wade, the county’s human resources director, confirmed the change and said the rationale was that downgrades represent salary savings and the overall budget has already been approved by the board.
Wade explained that the rule change affects Rule 3, Section 1, and that downgrades — like laterals — will no longer require return to the full board when they produce budget savings. “That is correct,” Wade said when asked to confirm the procedural change. She added that the committee recommended the revision to give department leadership flexibility to manage personnel day-to-day while remaining within the previously approved budget.
Commissioner Hart raised the question about why downgrades would be treated differently from upgrades, and Wade said the committee considered both fiscal oversight and operational efficiency when making the recommendation. Board members discussed that lateral changes already do not require board action under current rules; the change specifically clarifies that certain downgrades also do not require a board-level vote.
The revision was reported out of the Ways & Means Committee, which met earlier in August and moved a slate of committee items for board approval. Several commissioners voiced support during roll call, and the committee items were adopted as presented. The board did not identify an immediate change to the budget itself; Wade and committee members emphasized that the policy is intended to operate within the scope of budgets already approved by the board.
Next steps: the Ways & Means Committee recommendation will be reflected in the county personnel rulebook and implemented by HR; board members asked staff to ensure clear reporting so the board retains oversight of budget impacts.
