Boone County Fiscal Court approves budget, contracts and routine measures; awards RFP, authorizes fundraising and approves transfers

The Boone County Fiscal Court handled a slate of fiscal and administrative matters on June 3, approving the FY2026 annual budget on second reading along with several related fiscal housekeeping items, procurement awards and board reappointments.
Budget and enterprise funds: The court approved the annual budget ordinance on second reading after the Department for Local Government approved the county's submission with no changes. The court also separately adopted the golf course enterprise fund budget and approved updated fee schedules for county departments.
Procurement and contracts: After a competitive process with five proposals for county printer services, staff recommended and the court awarded the contract to Millennium Business Systems as the best overall value on cost-per-copy and operational fit. Staff provided cost-per-copy comparisons from other bidders during the presentation; the motion to award passed by voice vote.
Grants and fundraising: The court authorized the County Judge Executive to execute a fundraising agreement naming Horizon Community Fund as fiscal agent for Boone County Water Rescue. County staff and Water Rescue representatives described a phased fundraising plan to fund storage (to vacate East Bend), office space and docks; the court approved the request 4-0.
Reappointments and standing orders: The court approved a number of reappointments (Northern Kentucky Board of Directors, Boone County Board of Adjustment, Petersburg Fire Protection District Board of Trustees, TANG board) and adopted the annual standing order to preapprove recurring expenses. Commissioners also discussed greater line-item clarity for standing preapprovals and asked staff to include additional identifiers in future packets.
Fiscal transfers and invoices: The court approved Fiscal Court Order No. 33 authorizing interfund transfers totaling $1,353,250 within the adopted FY24-25 budget and approved prepaid invoice reports and invoice/golf invoice reports as presented.
Procedural changes: The court adopted an update to the administrative code to permit a consent agenda for routine items that meet prescribed requirements; any commissioner may pull items from the consent agenda for separate consideration. The court voted to implement the consent agenda process going forward.
