Fiscal court authorizes CDBG contract and agreement with Brighton Recovery Center

Boone County Fiscal Court on Feb. 18 approved two related resolutions to move forward with a Community Development Block Grant (CDBG)-funded Brighton Recovery Center project for women.
Matt Dally (staff) summarized the multi-step application process, noting the court previously authorized the application and that required public hearings were held. Dennis Elrod, the county’s agent on the project, and Jane Hamilton, the center’s new director, attended. Hamilton told the court it is "exciting to see the lives changed and the impacts of the facility on the residents." (transcript comment)
Staff said the county serves as a pass-through for the CDBG funds and that the resolutions authorize Judge Gary W. Moore to sign the grant agreement and the county contract with Brighton Recovery. Commissioners asked about the timing and advertisement of public hearings; staff described statutorily required advertising windows for CDBG hearings and said public attendance has been low for many years.
On motions moved and seconded by commissioners, the court approved both resolutions unanimously.
