Court approves personnel, golf-course budget tweak and hears winter-storm response report

Boone County Fiscal Court approved a series of routine personnel and fiscal items and received an operations briefing on a recent winter storm.
HR director Jeff Lucas presented Scott Smith as the recommended hire for parks landscape supervisor (a vacancy filled by internal promotion). The court moved and approved the appointment by voice vote (4–0). Lucas said the new hire will be eligible for a 2% increase following a six‑month probationary performance review.
On fiscal matters, staff said the golf courses experienced a very strong season and also required extra irrigation. Matthew reported the golf-course budget should be amended to recognize an additional $50,000 in revenue ($25,000 at Boone Links and $25,000 at Lasting Point) and to add $50,000 in expenses to replenish irrigation funding; the resolution to amend the golf-course budget was approved.
Public-works staff reported on the recent winter storm: crews operated around the clock with roughly 65 personnel and logged roughly 2,050 crew hours in aggregate; the county used about 2,000 tons of salt and CVG measured 10.5 inches at one station. Commissioners praised the crews' response and noted isolated equipment failures were addressed quickly.
Routine finance items (invoice reports, prepaid invoices, intra-budget transfers, monthly finance reports and interfund transfer reports) were reviewed and approved by the court.
