Northern Kentucky solid-waste plan update: public comment period open; hearing set Feb. 3

Boone County staff told the fiscal court on Jan. 7 that the Northern Kentucky Solid Waste Management Area received state approval to begin updating its solid-waste plan, which covers Boone, Kenton and Campbell counties.

A public-comment period opened Jan. 2 and runs through Jan. 31; the management area will hold a public hearing on Feb. 3 at 5:30 p.m. at the Boone County fiscal court. Staff said all comments will be responded to individually, and the management area will then have 15 days to respond to comments. The comment and hearing process is a required step in updating the plan and identifying appropriate franchise arrangements for municipal solid waste for the next 20 years.

Rob Franksman said the update was triggered in part by a request from the current franchisee, Bavarian landfill, to expand capacity beyond what the existing plan allows. The update will solicit proposals to identify who will handle municipal solid waste for the region over the next two decades. Once the Northern Kentucky Solid Waste Management Area selects a plan and prospective franchisee, the three underlying fiscal courts (Boone, Kenton and Campbell) will be asked to approve the plan and related actions before submission to the state for final approval.

Franksman and county staff said the county website (public notices/calendar) contains the public-notice materials and that staff will work with communications to broaden outreach on the comment period and hearing.
