Rowan County awards blacktop and asphalt equipment contracts, funds resurfacing and hires road laborer

Rowan County Fiscal Court on Aug. 19 approved several actions aimed at expanding road maintenance capacity and funding resurfacing work.
The court authorized a rural secondary program agreement with the Kentucky Transportation Cabinet for flex funding not to exceed $242,212 to resurface various county roads. Officials also authorized the county judge to enter into contracts with Hinkle Contracting Company to perform resurfacing and blacktopping work using a combination of discretionary and flex funds.
To improve year-round pavement maintenance, the road department will receive an insulated, heated 5,500-gallon asphalt emulsion storage tank (agitated) after the court awarded the $90,400 bid to Equipment Marketing Company. The judge said the larger tank reduces delivery costs and enables winter operations; delivery was estimated at 2–3 weeks and the county will pour a concrete pad prior to installation.
The county has also purchased a pothole patcher and plans training and truck preparations to allow patching in near-freezing conditions. Officials said this patching capacity, combined with planned machine and crew activity, will allow the county to get ahead of pothole work despite multi-million-dollar backlog estimates to fully resurface all roads.
To staff expanded operations the court approved hiring Jerry Muse as a road department laborer at $14.50/hour pending pre-employment screening. The judge said managers will reassess staffing once the patcher is in service and may return with further hiring requests.
Action and next steps: contracts to be signed by the county judge, tank delivery scheduled and pad poured, training for the patcher arranged for next week, and the new hire to begin after screening.
