Montgomery County creates animal-shelter advisory board, appoints members and raises adoption fees

At the Aug. 19, 2025 meeting, the Montgomery County Fiscal Court adopted a resolution creating an unpaid Animal Shelter Advisory Board and appointed six members with staggered terms. The court named Pat Henry and Rebecca Goodpastor to one-year terms (expiring Aug. 19, 2026); Daniel Carmichael and Chris Moore to two-year terms (expiring Aug. 19, 2027); and veterinarians Tyler Horton and Rusty Skinner to three-year terms (expiring Aug. 19, 2028).
Court discussion explained the staggered terms are designed so that not all seats turn over at once; initial appointments included two one-year, two two-year and two three-year terms to establish the rotation. The advisory board is unpaid and intended to advise on animal-shelter matters.
The court also voted to raise adoption fees at the Montgomery County Animal Shelter: adoption fees will be $150 for dogs and $75 for cats, effective Sept. 1. The presiding official said the increase is necessary because of higher spay/neuter, supply and medicine costs.
All appointment and fee changes were approved by voice vote during the meeting.
