At its meeting, the City Council of Liberty approved a slate of routine and project-related items, summarized below.
• Consent agenda: Approved by voice vote early in the meeting.
• Vendor payments: Council acknowledged vendor payments for Aug. 15–Aug. 29, 2025 and approved related orders.
• Havens Construction: Council accepted the North Church Road and Camille Street storm sewer repair project (25-011) and approved a final change order decreasing the contract by $11,358 (revised contract $1,815,542).
• Gardner Construction: Council approved an amendment to a design-build contract for 427 Mill Street (project 24021), increasing the contract by $40,111 to a total of approximately $1,000,237.94; staff confirmed the certificate of occupancy was received last week.
• HDR Engineering: Council approved an amendment to HDR Engineering's contract for the Liberty Transportation Master Plan by $4,800 (from $428,310 to $433,110).
• CFS Engineers: Council authorized up to $7,781 in direct funding for consulting services for a sustainable-places project along Lightburn.
• Historic-district certificates: Council granted certificates of appropriateness for exterior improvements at 104 East Franklin and at 316 East Franklin (downtown historic district), and approved a separate certificate for new construction at 118 North Prairie in the Daugherty Historic District after a staff presentation addressing a neighbor's property-line concern.
All the items listed above passed with council approval recorded as unanimous voice votes or by roll call where noted.
The council also heard public comments praising downtown revitalization, parks and community events. Several councilmembers noted ongoing economic-development projects — including sizeable industrial investments over the last 15 years — as a factor supporting the city's budget choices.
