Councilmembers asked whether Liberty's animal services have contracted with the county or other jurisdictions to provide care in unincorporated areas. Staff replied that recent formal agreements have not been in place and that the animal-control facility has sometimes been full after large intake/adoption efforts. Staff said the city has on occasion assisted outside jurisdictions voluntarily and that some ad-hoc fees may have been collected in limited circumstances.
Council members raised questions about the fairness of providing services outside city limits without reimbursement — noting the city provides fire and EMS responses to some unincorporated areas without corresponding property-tax contributions — and suggested the budget committee could examine potential intergovernmental agreements to ensure taxpayers are not subsidizing out-of-city services indefinitely.
The ordinance to add the fee was approved unanimously. Council directed staff and the budget committee to explore potential contractual arrangements with the county and to consider compensation mechanisms in next year's budget planning.
