The State Water Resources Control Board released a training video explaining how sanitary sewer system enrollees must submit monthly "no‑spill" or category 4 spill certifications into the California Integrated Water Quality System (CIWQS), in line with General Order 2022‑010.

The video, presented by a Board trainer, says monthly certifications are required within 30 calendar days after the end of each month. Enrollees must either certify that no spills (categories 1–4 or enrollee‑owned/operated lateral spills) occurred during the reporting month, or certify that category 4 spills and/or non‑category‑1 lateral spills did occur.

To file a certification, the presenter shows users how to log into the CWICS/CIWQS website, select their sanitary sewer system from the main menu, click the monthly spills link and choose the month and year being certified. For a "no spills" certification, users must check the box labeled "I certify that no spills occurred from this system during the previous calendar month," enter the certifier’s name, title and initials, and click "certify." The certification date defaults to the current date. "Let's learn how to certify monthly no spills," the presenter says.

For months that include category 4 spills, the presenter instructs users to check the box for category 4 spills and to enter the estimated total spill volume in gallons and the total number of category 4 spills for the month. If any non‑category‑1 enrollee‑owned or operated lateral spills occurred, users are directed to check the separate box for lateral spills; if none occurred, leave that box blank.

After submitting a certification, the system displays a confirmation message and issues a certification confirmation number for the user’s records. The presenter also demonstrates how to view prior submissions by scrolling to the bottom of the reporting page and clicking "previous submissions," which lists past monthly certifications and spill reports.
