Councilman Johnson nominated and moved to appoint Keith Lehman; that nomination failed. Councilwoman Brandana then nominated Justin Modrowski (transcript shows variants in spelling); the motion to appoint Modrowski resulted in a 3‑to‑3 tie on roll call (Daniels, Bridal, Rose voted yes; Winton, Johnson, Geist voted no) and therefore failed. A subsequent nomination of Jack Hayden also did not win the required majority during that meeting.
