Council also approved payment up to $8,028 to Alta for Windrow Turner repair, an emergency purchase of portable air conditioning units at the police department not to exceed $23,026, and the purchase and installation of 37 security cameras for the animal shelter under a sole‑source contract (amount not to exceed $127,744). The council authorized administration to enter contract negotiations for proposed ERP software with a year‑one cost of $380,455 and annual recurring costs indicated at $90,370 for five years.
Most procurement items passed by voice vote after brief clarifications from staff about contingencies, warranty/licensing periods and funding sources. Council members asked questions about sponsorships for the summer festival and whether not‑to‑exceed amounts created an obligation to spend the full sums; staff said the figures are ceilings and that the goal is to secure better value and spend less when possible.
