The subsequent motion to approve the deputy chief’s personal service contract (6.3b) carried with no recorded opposition.
City leadership also moved into a closed session to discuss the Taylor Police Command Officers Association addendum and personal service contracts; the closed session motion was made by Ms. Winton and seconded by Mr. Johnson and passed by roll call.
On funding, a judge speaking to the council explained the Michigan Indigent Defense Commission (MIDC) grant that shifts indigent defense funding to the commission; the city will receive a roughly $61,500 increase in grant funding this year, while the city’s matched portion remains $40,000. “The amount of money that we're receiving for this coming year will be $61,500 more than we'd received in the previous year,” the judge said while describing the grant and the increased need for attorneys due to higher caseloads. Council authorized the mayor to sign the FY2025 grant contract for Oct. 1, 2025–Sept. 30, 2026.
The council also approved routine reappointments: Trish Bergeron to the library board (term to Aug. 6, 2029) and Michelle Alford to the Housing Commission (term to Aug. 6, 2030).
The meeting record shows formal roll‑call votes and public notice of the closed session; councilmembers asked few substantive questions on the chief and deputy contracts during the open session beyond procedural clarifications. The MIDC grant discussion included council questions about scope and the judge emphasized the state statutory changes that moved funding administration to MIDC.
