The presenters said the building predates annexation and that a recent survey showed the city owns a small piece in front of the building; they asked the city to abandon that portion so adjacent owners could consolidate the parcels.
Council members and residents discussed whether water or sewer services run to the building — presenters said there is no water or sewer service and described where the nearest lines lie. A council member reminded speakers that when a city abandons a road, roughly half of the abandoned right-of-way typically vests to adjacent landowners and half to the city, and urged the presenters to be explicit about which parcels they expect to acquire.
