Belgrade council confirms board appointments, discusses community room, alcohol policy and events

Belgrade — The Belgrade City Council on Aug. 4 confirmed appointments to several advisory boards, discussed operations for the library community room and reservation software, and reviewed event planning for the fall festival and Music on Main.
Deputy Mayor Meese and other councilmembers discussed reassigning board roles after a defunct water-quality board and recommended Councilmember Minicucci for the Urban Transportation District appointment. The council moved to adopt the appointments as discussed and the motion carried unanimously.
City staff provided a status update on the library community room: AV and HVAC improvements remain in progress, and a planned parks-and-facilities reservation software system is expected to allow online pavilion reservations and in some cases integrate permitting (for example, routing warming-kitchen food permits to the health department). Staff said the software rollout is targeted around October and emphasized that additional staff time will be needed to manage reservations and events.
On alcohol policy, staff said alcohol is currently not permitted on city property; councilmembers discussed options that would require organizers to provide liability insurance or for the city to partner with a third-party insurer or a sponsoring group to assume responsibility. Staff noted insurance and staffing constraints and tied detailed policy decisions to the October budget process.
Councilmembers also reported community updates: library attendance metrics (reported as roughly 10,000–13,000 visitors per month and about 42 volunteers), the Belgrade Fall Festival date change and a shift to a food-truck model (with the city as title sponsor), Music on Main details, and a rescheduled Parks Board meeting to accommodate budgeting work.
Next steps: appointments take effect immediately; staff will return with insurance-policy options and staffing/budget implications during the October budgeting process and at the upcoming workshop.
