Staff explained the notice had appeared once in the newspaper but did not fulfill the full statutory requirement. City staff told the council they could open the hearing for comment but recommended postponing the substantive hearing to allow proper advertising so that interested citizens have the opportunity to participate.
Council opened the public comment period (no speakers), then voted unanimously to set a continued public hearing for Sept. 2 to ensure statutory notice requirements are met.
