Council authorizes notice of award to Synagro West for WRF lagoon rehabilitation; project funded partly by $2M ARPA award

Public Works Director Camry Iolia presented the recommendation to award Work Order 22‑04 (WRF Lagoon Rehabilitation Project) to Synagro West LLC as the apparent low bidder and explained the proposed funding package. Iolia stated the city received a $2,000,000 ARPA grant for the project; the remainder is expected to be funded with a USDA Rural Development loan, a Montana State Revolving Fund (SRF) loan, and a local match. During questions Council identified a $340,000 local match from fund balance.
Iolia said Synagro West specializes in biosolids treatment and removal and that the city's contracted engineer recommended the award. She noted that the city expects to need concurrence from the Department of Natural Resources and Conservation (DNRC), USDA and the Montana Department of Environmental Quality (DEQ) before moving forward to construction.
Council Member Simon moved—and the council seconded and approved by voice vote—a motion authorizing the city manager to sign the notice of award, associated contract documents and potential change orders as long as changes remain within the project budget. Staff will confirm the final contract amount and return executed documents once concurrence and administrative approvals are complete.
