City Manager Cardwell explained that preliminarily adopting the ordinance language does not preclude the council from modifying the text at the required public hearing; legal notice requirements mean the public hearing could not occur on June 16, so the council set it for July 7. Councilmember motion language and staff recommendations were discussed; the council asked staff to prepare a report outlining pros and cons for the July hearing.
The council then conducted a roll‑call vote. The motion to preliminarily adopt the ordinance and set the public hearing passed 3‑2. The council requested a staff report to accompany the July hearing that reviews broader sign policy alongside the targeted change for the I‑90 area.
