Board authorizes staff to negotiate successor-in-interest and separation for Partnership Health Center

The Missoula County Board of County Commissioners authorized county staff to begin a successor-in-interest and separation process that would allow Partnership Health Center (PHC), the county’s federally qualified health center, to receive and manage HRSA federal grant awards directly rather than as a county co-applicant.
Chief Administrative Officer Chris Ansboury summarized the history of the county–PHC relationship, noting the co-applicant arrangement dates to a county grant application in 1992 and that PHC has grown to serve roughly 19,000 patients annually with about 300 FTEs. Ansboury said the county’s limited-powers status and administrative constraints make direct federal award management by PHC a better fit for current operational needs.
PHC CEO Lara Salazar and board representatives expressed appreciation for the collaboration and said they would continue work in good faith to finalize separation details. Staff described the recommended motion as authorizing the CAO, chief people and risk officer, and county attorney’s office to work with PHC to sign a successor-in-interest agreement for the HRSA grant and any separation documents, and to respond to HRSA information to permit similar separation using HRSA-approved methods.
Commissioner (speaker 6) moved to authorize staff to proceed; the motion was seconded (Emily Sabo named as second) and commissioners voted aye.
The motion authorizes staff-level negotiations and signature authority but does not by itself finalize transfer of federal awards; further administrative steps and HRSA confirmations may be required to complete a successor-in-interest transaction.
