Commission approves conditional-use permit for bar/gambling site at 4 Corners with traffic and access conditions

The Gallatin County Commission on Aug. 26 approved a conditional-use permit for a proposed bar and gambling establishment at 8401 Huffine Lane, in the 4 Corners mixed-use subdistrict, but attached several conditions intended to mitigate traffic and pedestrian safety risks.
Planning staff entered a report describing zoning and development standards and noted two written public comments (one opposed, later amended to request conditions). Applicant representatives said the proposal would provide a 10-foot off-street path to connect to nearby infrastructure and would connect to an expanded level-2 sanitary treatment system north of the site.
Commissioners expressed concern about pedestrian crossings and left-turn movements on Huffine Lane and the delayed installation of a traffic signal tied to the nearby Town Pump convenience store. "We've had those poles on order for just about a year," said Dan Sampson, the Town Pump construction development director, describing multiple supplier delays and a potential October installation date for signal equipment.
One commissioner said, "But just at a large level, I am not in favor of approving this conditional use permit," citing the use'hour profile (8 a.m. to 2 a.m.) and potential incompatibility with nearby mixed-use residential patterns; other commissioners found the site meets the mixed-use objectives along a major arterial and supported conditioned approval.
The commission approved the CUP with three substantive modifications to staff recommendations: require the applicant to construct a 10-foot shared-use pathway (per county construction standards) along Love Lane, require that a traffic-impact analysis be submitted and approved prior to issuance of any approach permit, and prohibit any access from Huffine Lane as part of the conditional approval. The applicant agreed to the shared-path standard and the approach-permit sequencing for the traffic study.
