County kicks off contract with engineering consultant to pursue grants, CIP updates and major projects

Nick Winfield (client liaison) and Stephanie Ray (regional manager) introduced the team and proposed a contract approach that separates day-to-day non-project support (suggested monthly retainer) and project-specific scopes for work over an agreed threshold (example $10,000). The consultant proposed monthly county updates, a list of champions for each project and a transition meeting with the incumbent firm (Interstate) for three priority projects.
Staff and the consultant discussed immediate priorities: (1) Edgar sewer project — a rural development grant award of approximately $850,000 exists but construction documents are pending; (2) quick-fix bridge program (two sites) awaiting lowered water to complete permits and construction; (3) Cedarwood facility programming verification with Cushing Terrell (space-needs verification); (4) CIP update and prioritization for grant-readiness; (5) gravel-pit inventory and possible drone-based quantification for reclaimed/process stockpiles; and (6) GIS staffing and transition assistance for an incoming GIS hire (conditional offer made).
The board and consultant agreed on near-term action items: circulate draft contract for review, schedule transition meetings with Interstate (for Edgar and quick-fix bridge closeout), and set monthly project updates (suggested third-week Tuesdays at 11 a.m.). The consultant will provide a scope and recommended monthly stipend option and will begin work on grant-tracking for upcoming application cycles.
