Commissioners grant variance and approve final plat for Purgatory Subdivision

County staff presented a variance request and final-plat package for the Purgatory Subdivision Aug. 5. The two-lot subdivision is on Philly Mountain Vista Drive; one condition of the original approval required the developer to improve road width to county subdivision standards prior to final plat. The applicant requested a variance to waive that improvement.
Staff summarized the planning-board review: the planning board unanimously recommended approval of the variance after finding (1) the road has been in place 20–30 years and provides adequate access to six residences, (2) the narrow road is not the developer’s self-imposed hardship, and (3) upgrading the road is possible but the current condition does not demonstrably reduce public safety. The staff noted no comments were received from neighbors and that required documents (SIA, easements, final class) appear sufficient.
A commissioner moved to approve the variance from road-design standards with the findings in the project memorandum; the motion passed. The board then moved to approve the final plat (condition number 8 waived by variance); that motion also carried by voice vote. Staff and the developer were instructed to complete any remaining SIA or easement paperwork as a condition of recording.
The public discussion clarified that the county maintains the first portion of the road while remaining sections are private; commissioners noted the county had recently replaced a small culvert in the area.
