Councilmember Tina Winton introduced the two‑page ballot proposal, saying the measure would repeal resolution No. 10.625‑16, which the speaker described as having left the city bound to an ongoing, month‑to‑month towing contract. “Let’s hear from the voters,” Winton said during her remarks, urging the council to submit the question to the electorate rather than leave the matter to council action.
