Board adopts EL‑8 school‑year calendar policy; continues first readings on multiple policies

The Steamboat Springs School Board approved a new executive limitations policy on the school year calendar (EL‑8) on its second reading and discussed revisions to several governance policies as first readings.

Leah moved to adopt the EL‑8 policy and Kevin seconded. The board discussed why the explicit number of instructional hours was struck from the board policy — staff explained the choice was to align with state law and place specific hour/minute counts in an administrative policy that can be updated more quickly should state law change. Cresta confirmed that approach and the board voted unanimously to adopt the policy on second reading.

The board also reviewed several first readings and made scheduling decisions: GP‑19 (board meetings and special meetings) and GP‑19a were compared to CASB sample language; board members sought clarification about language in GP‑19 that allows a member to "waive notice" of a special meeting and agreed staff will consult CASB for clarifying wording. GP‑8 (agenda planning) and GP‑15 (public participation) were held for additional workshop discussion; members asked staff and counsel to craft shorter, clearer civility/order language that preserves free‑speech rights while enabling the board president to maintain order during public comment. GP‑17, E‑1 and E‑2 (accreditation and mission/vision) were noted as aligning to CASB and the district strategic plan; the board plans second readings at future meetings after implementation details are refined.

No additional policy adoptions were finalized tonight beyond EL‑8; staff will return with refined language and answers to CASB wording questions for subsequent readings.
