Council discussed a draft capital improvements plan for the Edmonson (Evanston) Golf Course and surrounding recreational assets, focusing on which responsibilities belong to the city, MK Golf (management) and community partners.
Stu (city staff) described the draft as an extension of Exhibit A beyond 2025 and said the document is being treated as a working draft rather than a binding exhibit; he said some 2026 items (for example a split-rail trail fence) would be cost-shared between the city, MCRF and MK Golf. Staff said certain line items have ranged cost estimates and that detailed cost breakout would be provided when the draft returns as an amendment to the management agreement.
Councilors and residents raised concerns about the lack of prior documentation (they traced the agreement to around 2012), unclear budget responsibility and whether other parks and recreation priorities (pools, playgrounds, trails) should be reflected in a consolidated municipal CIP. Several members urged clearer public communication about which park assets are being worked on and noted the city’s limited budget for large items such as irrigation and controller replacements.
Staff said the new checklist and ranking system will help prioritize items and will be shared with the council as a working document before any formal amendment to the management agreement.
No formal action was taken; staff will return with an amendment or a replacement Exhibit A and with cost details.
