Council hears bridge inspection report, approves streetlight, licensing and routine contracts

He said staff planned to pursue preliminary engineering grant funding from the South Dakota Department of Transportation and that a $3,000,000 replacement figure would be placed on the grant application, with a likely 80/20 state/city split.
Prunty described smaller defects on the Sanborn Boulevard bridge and a nearby triple-box culvert as spalling and exposed rebar; city crews or contractors have addressed some repairs. The Foster Street bridge over Dry Run Creek showed no notable deterioration since its 2022 preservation work.
On routine approvals, council approved a developer request for five street lights in Southlake Estates Phase 1 (installed on wood poles; city cost ~$18.47 per light per month), transfer of retail malt beverage and wine/cider licenses for Palace City Brewing Company at 227 W. Railroad Ave., renewal of 2026 liquor and wine licenses (police department reviewed and recommended approval), and a geotechnical services contract (low bid $5,200) for soil borings at the new water distribution facility. Council also approved Amendment No.1 to a previously approved state grant increasing state participation in a revenue-producing hangar project as a formality.
What happens next: staff will proceed with grant application work for the Canal Bridge replacement, ongoing patching of smaller spalls and contract implementation for geotechnical services. Load postings recommended for the Canal Bridge will change permitted vehicle weights if the replacement is not immediately funded.
