Rockdale County adopts 2025 millage at rollback rate of 18.284; host collections returned to taxpayers

The Rockdale County Board of Commissioners voted to set the 2025 millage rate at the rollback rate of 18.284 and to set the 2025 host percentage at 50.29%, adopting the levying resolution as presented.
Sue Sanders, interim finance director, said the proposed 18.284 millage is a reduction from the 2024 rate of 18.69 and described its revenue impact: "The proposed millage rate for 2025 is 18.284, which would provide revenues from property taxes in the amount of $91,030,520," she said, adding non-property revenues projected at $38,147,777 for total 2025 revenues of $129,178,297.
Sanders walked the board and public through sample homeowner impacts, saying that for a $100,000 home with homestead and host exemptions the estimated 2025 property tax would be about $227.17 (about $731.36 without exemptions), and for a $350,000 home the estimate with exemptions would be about $1,136.12 (about $2,559.76 without).
During a brief public-comment period, resident Nick Duva described taxes as "an investment in our community" and asked the county to consider a joint meeting with the school system so residents could better understand total tax costs. "I look at it as an investment in our community," Duva said.
Board members who spoke said they supported taking the rollback rate to preserve tax savings for residents while acknowledging budget pressures. "I'm really glad to be able to support the rollback rate again," one commissioner said. "Anytime we can save tax dollars for our citizens, that's a really good thing," the commissioner added, while urging the work ahead to make the budget fit existing requests from departments and the courts.
A commissioner moved to set the millage at 18.284 and the host percentage at 50.29% and to adopt the resolution; another commissioner seconded the motion. The chair called for a voice vote; members responded "Aye" and the chair declared the motion carried.
County staff noted a procedural consequence of choosing the rollback rate: no additional public hearings were required. "Since you decided to take the rollback rate, you didn't have to have any public hearings," an official said, and staff will transmit the adopted levy to the tax commissioner's office for submission to the state.
The board adjourned after brief additional comments encouraging residents to "shop The Rock" to help local revenues and thanking the finance team for their work.
