Isri Sankar told council that contractors have poured roughly 65% of the concrete for walkways and paths, installed shade‑sail posts, fountains and pervious pavers, and made progress on the restroom building facade and internal systems. He said prior change orders (approximately $152,000 for a waterline and $84,000 for stormwater conflicts) were complete. The original substantial‑completion date of Sept. 4 shifted to Oct. 22; staff emphasized that Oct. 22 is a substantial‑completion milestone and not a public grand‑opening date.
Courtney briefed council about complementary public‑art and right‑of‑way beautification work, including a proposed TKR sculpture and landscaping to improve the adjacent Railroad Avenue corridor. Staff proposed possibly expanding the municipal entertainment district to include the Town Green so that food and beverages could be carried into the park from nearby restaurants; that expansion will return to council for review.
Separately, Micah presented a conceptual smart‑light program based on a pilot of six smart light heads: a mesh network providing targeted public Wi‑Fi, LED lighting control, cameras and analytics. Micah said the system would be designed to be “hyperlocal” (video and data initially staying on a server at the city annex) and could be shared with county partners only after additional firewall and subscription arrangements. He described use cases — student internet access, vendor VLANs for payment reliability, event bandwidth to avoid cellular congestion, lighting controls for event signaling and AI‑enabled analytics measuring occupancy and parking usage.
Council members supported the concept in principle but pressed staff on data security and privacy, vendor contracts and cost. Micah cited a potential contract configuration for roughly $110,000 covering hardware/software for about 30 light heads over five years as one example; council asked for more information on privacy protections, vendor data‑sharing policies and proposed operating subscriptions before any contract returns.
