"This came in sometime this morning adding to the agenda," said an unidentified councilmember, objecting that the ordinance’s effective date—listed as Aug. 1—had not been discussed in prior meetings and that downtown business owners had not been notified. Multiple councilmembers supported tabling or deleting the item so stakeholders could comment.
Speaker 3 (presiding) called for a motion to remove the item and to allow business-owners and the public to comment at a later meeting. A motion to delete item G‑9, the introduction of a downtown entertainment district, was moved and seconded and carried.
Councilmembers said they were uncomfortable with substantive ordinance language being added at the last minute and requested that staff ensure proper notice and that the Downtown Development Authority (DDA), if involved, be given an opportunity to provide input before the council considers the item again.
The council did not debate the ordinance’s substantive merits; the action taken was procedural: the proposed introduction was removed from the meeting agenda to permit fuller notice and public comment at a future meeting.
