Council appoints Tyler Elm to vacant District 6 seat after public endorsements

Tyler Elm was appointed to the City of Superior’s vacant District 6 seat on June 6, 2017, after a public selection process that included five-minute remarks by the two candidates and an extended public-comment period.
The council’s appointment followed presentations from both candidates. Kara Schmidt described experience in student government at the University of Wisconsin–Superior and local advocacy work; Elm described his business ownership (Discover PC) and years of community involvement. Dozens of residents and community leaders spoke during the public-comment period, overwhelmingly urging the council to appoint Elm for his business experience, volunteer work and ties to the district.
Why it mattered: The council filled the vacancy through the process the body had established: candidate speeches, public comment, deliberation and a roll-call vote. Councilors praised both applicants but noted they faced a difficult choice because only one seat was available.
During deliberations Councilor Vincent said he had reservations about Elm’s ability to “be an advocate for our most vulnerable citizens,” reflecting concerns raised in the session about advocacy and priorities. Other councilors and many members of the public described Elm as dependable, community-minded and experienced in managing budgets and projects.
The clerk conducted a roll-call vote; the result was announced as 7 to 2 in favor of Tyler Elm. The presiding official administered the oath immediately and Elm took his seat on the council.
The appointment concluded the council’s first substantive agenda item; the meeting proceeded to routine business including approval of minutes and several committee recommendations.
Next steps: Elm will serve as the District 6 councilor for the remainder of the appointed term and join council deliberations and committee assignments as scheduled.
