Planning staff described a selection process that began with an RFP, pivoted to a commissioned selection among three finalists and used a diverse selection committee — including representatives from the Tucker Arts Alliance, Friends of Tucker Parks, Friends of Tucker Trails, a downtown property owner and an art consultant. The selected design by Phil Proctor is a vertical steel sculpture incorporating four historic railroad tracks and suspended stainless steel letters forming the letters TKR; the pedestal design includes seating and up‑lighting.
Staff said the project is on schedule to be installed when the Town Green opens and that local donors have already offered historic track materials for use in the piece. Council approved the contract and thanked the selection committee for their work.
What’s next: Procurement and artist contract administration will proceed and staff will integrate the sculpture into final Town Green construction and landscape work.
