The Albany Utility Board voted to recommend that the City Commission approve a change order to Jim Boyd Construction totaling $318,402.60, a net increase staff said resulted from unforeseen underground conditions, pavement widening for deeper cuts and additional utility work.
Project staff explained that some overruns were offset by contingency items not used elsewhere, and that deeper trenching and unexpected materials quantities increased costs. The presentation noted a line item for gas work and additional pavement quantities that escalated the net change. Staff also said engineering had signed the payment certification and that the remaining construction schedule for most segments is expected to close in the next two to eight months; some plant work could extend longer.
During the vote to recommend the City Commission make payment, one board member (Collier) voted 'No' while other members voted 'Yes'. The board directed staff to obtain any missing signatures or documentation required for the city’s payment packet before the Commission consideration.
The City Commission will receive the board’s recommendation for final action.
