The Albany Utility Board voted Aug. 14 to recommend that the city commission approve a change order for Jim Boyd Construction totaling $318,402.60 for work on the Avenue project.
Engineering staff said the contract was based on estimated quantities and that field conditions — including deeper cuts than estimated, additional pavement replacement widths, concrete driveway items and gas-line runs — produced overruns. Some contingency items were unused and offset part of the added cost, but measured field quantities pushed the net change-request above available contingency.
Staff indicated much of the work has already been completed; staff also confirmed the architect/engineer certificate of payment will be obtained. The board voted to forward the change‑order payment recommendation to the city commission by roll call, with members divided on some details (one member recorded a “no” vote during roll call).
