The Albany Utility Board on Aug. 14 voted to recommend that the city commission authorize payment of a change order to Jim Boyd Construction totaling $318,402.60 for work on recent sewer and pavement projects.
A project manager explained that the original contract was based on estimated quantities; field conditions required additional sewer-service connections, deeper cuts that increased pavement replacement width, concrete driveway and intersection work and extra gas-line runs. Several contingency line items offset some costs, but the net amount requested exceeded the original contract estimate.
Board members asked whether architect or engineer certification was on file for the pay request; staff said the engineering sign-off was in place and the architect’s certificate of payment would be obtained where required. Staff estimated remaining items on other parts of the program (pump-station work, plant dewatering building) would run for several more months.
The board moved to recommend the city commission approve the change order; the motion passed with a roll call that recorded at least one 'no' vote in the transcript (Collier voted no). Staff will forward the item and supporting documentation to the city commission for final action.
