KYTC outlines $531,304 resurfacing plan for Franklin County; US 460 shared-use path work order cleared

Kentucky Transportation Cabinet (KYTC) District 5 officials presented Franklin County fiscal court with their rural secondary resurfacing program and recommended projects for 2025—6. KYTC said the county's carryover of $104,544 plus an allotment of $948,289 yields an estimated $1,052,833 available before mandatory state service carve-outs.
KYTC planner Tom Holland said mandatory state services and a county flex allocation reduce the resurfacing fund to $531,304. He proposed completing resurfacing of St. John's Road (KY 1570) from Harvey Land Road to the Henry County line (about 6.9 miles; estimated cost $468,958) and a half-mile resurfacing of KY 561 (Guest Road) from US 421 to the Henry County line (estimated $46,957), leaving a small carryover for contingencies. Holland said projects would be bid in the fall with construction finished before July 1 next year if the court agrees.
Court members asked about decision authority for the county flex funds; KYTC said fiscal court typically selects roads in coordination with county staff, and road department staff (Duke Wilburn) confirmed the proposed roads are high-priority local needs.
Separately, the court approved a work order with HMB for engineering, design, advertising and bidding services for a planned 10-foot-wide, 0.5-mile shared-use path on US 460 from Sediment Town Lane to Huntley Ridge East Apartments. The work order cost is $74,404, of which 80% ($59,523) will be federally reimbursed and the required local match is $14,881. County staff said a budget transfer will be required; the transportation cabinet had approved the proposal.
KYTC and county members emphasized scheduling coordination among bridge projects, resurfacing and other programs to minimize disruptions; officials said some bridge repairs and slides may delay isolated sections but expected most work to finish near the start of the next construction season.
