Neighbors and owners gave competing accounts in several cases that turned on whether animals were off leash or creating a nuisance. "I think we've established the conditions of a nuisance citation," Officer Robbie Ratliff said when summarizing witness reports in the 5515 Mercier Lane matter. Wintland ruled in that case that the conditions existed and "I'm going to uphold the $150 fine. However, I'm going to conditionally discharge $75 of that, and I'm going to uphold $75 of that."
