Code enforcement upholds street-racing citation; motorcycle impounded 90 days, fine cut to $500

The Louisville Metro Code Enforcement Board on May 30 upheld a street-racing-related citation stemming from a May 2 gathering of motorcycles, ATVs and dirt bikes at a Circle K on Portland Avenue. An officer presented screenshots and video evidence from the Real Time Crime Center (RTCC), saying many riders fled when officers arrived and identifying the petitioner in video frames.

The petitioner, referred to in the record as Miss Dow, testified she was sitting at the gas station, not participating in stunt riding, and that she yielded to officers “multiple times.” The officer testified RTCC images showed the petitioner wearing the same clothing and helmet seen in the unlawful-gathering footage.

After hearing testimony and reviewing the evidence, the board found the violation occurred, upheld the citation and reduced the monetary penalty. The board cut the fine to $500 and ordered the motorcycle impounded for 90 days; the remaining penalty was conditionally discharged on the condition of no further incidents over the next year. The presiding member cautioned that repeat offenses could result in a longer impoundment and substantially larger fines.

Board members emphasized that the city has been addressing street-racing gatherings as a public-safety issue and urged riders to avoid group activities that endanger other motorists and pedestrians. The hearing record includes Miss Dow’s statement that she did not participate in burnouts or stunts and that she had been sitting at the gas station with friends when officers arrived.
