Planning Commission approves cleanup rezoning of residual R3G parcels to R3

The Hastings Planning Commission on June 17 unanimously approved rezoning several parcels that still carried the obsolete R3G garden-apartment zoning into the R3 multiple-family residential district.
Amber Batzlan, the city planner, told the commission the R3G district was originally adopted in 1968 and repealed in 2009, but remnants remained on properties in multiple areas of the city. "This rezoning would generally conform to the comprehensive plan," Batzlan said, citing compatibility with surrounding uses and adequate infrastructure for the parcels identified in the Laughlin area, Crozier Park, the Hastings College area, and South Hastings.
Batzlan provided density figures used in staff analysis: Crozier Park’s developed land currently averages about 6.7 dwelling units per acre while the future land use map intends 7–15 dwelling units per acre; other areas cited ranges of roughly 3–11.1 dwelling units per acre. She recommended approval to bring the zoning of those parcels into conformance with the comprehensive plan.
No members of the public spoke for or against the rezoning during the hearing. After the public hearing was closed, Commissioner Lou moved to approve the rezoning and Commissioner Chuck seconded. The commission voted 7-0 to adopt Item 2025-249.
The commission recorded the rezoning decision at the meeting; staff will continue normal follow-up and record-keeping for the rezoned parcels.
