The Livonia Housing Commission asked the council on July 7 to authorize a five‑year lease of a 12‑passenger Ford E450 to transport senior center participants to activities. Kate Whiting said the vehicle has eight standard seats and four wheelchair positions and that the lease payment would be $28,468.40 per year, funded from Community Development Block Grant (CDBG) dollars.
When a council member asked why the city was leasing rather than buying, Whiting said CDBG procurement policy prevents the purchase of vehicles with those funds and allows leasing only. Councilmembers voiced support for the request and agreed to place the item on consent for the July 21 meeting.
Staff said the lease would not affect the city’s general operating fund because it would be paid with federal CDBG funds earmarked for community development activities for seniors.
