Council members discussed the percentage and how the city’s mitigation reduced the overall increase. One council member asked that staff add a clear table showing how much of the increase is driven by external agencies (GLWA and the water-resource commissioner) versus local city adjustments so residents can see the dollar impact.
Council approved the resolutions on a roll-call vote of 6–0. Staff said the increases are routine and tied to actual wholesale cost changes and infrastructure investments; no exemptions or special customer classes were announced at the meeting.
