The Newport City Council voted Dec. 5 to switch its group health-insurance carrier from Blue Cross Blue Shield to MVP, pending equivalent coverage terms through Vermont Health Connect.
Councilor (Speaker 3) moved "that we change carriers from Blue Cross Blue Shield to MVP for all employees." Supporters said MVP offered an assigned customer-service representative and lower projected rate increases (MVPs recent allowed increase was cited as smaller than Blue Cross Blue Shields), and the city attorney and staff confirmed the council has the ability to switch carriers provided the coverage level remains equivalent to contract requirements. The motion carried on an aye vote.
Councilors acknowledged ongoing union conversations and said any change would have to respect existing contract language where applicable. Staff noted potential short-term savings in employer premium contributions and that the change could be revisited in future negotiations.
