City advances $18 million stormwater contract tied to NPDES compliance; condemnation/resolution questions remain for Brightmoor work

The Detroit Water and Sewerage Department briefed the committee on a contract to support green stormwater infrastructure and compliance with a state-issued NPDES permit.
Marcratia Welch, DWSD procurement manager, explained the contract (6007080) will fund stormwater infrastructure program management, focus on the Upper Rouge tributary and Near East Side, and run through May 31, 2030. The department estimated a spend of roughly $3,000,000 over five years as part of a larger $818,000,000 program and said the recommended vendor team includes Detroit-certified businesses and multiple subcontractors.
Council members raised questions about property acquisition and a "resolution of necessity" needed to move some Brightmoor parcels into city control before construction. DWSD staff said the resolution is progressing and that the general counsel indicated the resolution will be presented at the PE committee in July. The committee agreed to bring contract 6.3 back in two weeks for additional discussion to align the contract conversation with the property takings process.
Next steps: DWSD will confirm where the resolution stands, return with additional detail on the phases and property acquisitions, and coordinate with council staff so the committee can review the permit and condemnation timeline together.
