Committee reviews $18 million stormwater contract tied to Brightmoor work; property condemnations still pending

Detroit Water and Sewerage Department representatives briefed the committee on contract 6007080, an $18,000,000 DWSD CIP‑funded program management contract to support green stormwater infrastructure required by a state National Pollutant Discharge Elimination System (NPDES) permit.

Marcratia Welch, DWSD procurement manager, and Anna Timmis, an engineer with the permanent and stormwater management group, said the contract will support design and permit compliance across the Upper Rouge tributary and Near East Side, including continuation of Brightmoor design work. Welch said the procurement received two responses and the highest ranked proposer is a Detroit‑certified business with several subcontractors.

Council members asked how the contract interacts with an expected resolution of necessity to acquire properties. Timmis described project phasing, saying design work continues and property acquisition is currently focused on phase 1 (with construction funding to be sought later); committee members said they want to review the resolution together with the contract. The committee noted the resolution for property acquisitions is expected at the PE committee in July and agreed to bring the contract back in two weeks for fuller discussion.

What happens next: DWSD will provide further updates and staff said the resolution of necessity will be presented to the PE committee in July; the committee scheduled a two‑week return to examine property acquisition details and permitting implications.
