Council adopts plan and contract estimate for 2025 CDBG sanitary sewer rehabilitation

City staff presented the proposed 2025 Community Development Block Grant (CDBG) sanitary sewer rehabilitation project during a public hearing on Dec. 1 and the council approved the plan specifications, form of contract and cost estimate.

Tyler Griffin described the project: “This project consists of installing a liner in approximately 4,200 feet of existing 8 inch sewer mains followed by the reinstallation of 75 serve service connections.” He said the selected mains are in approved low‑to‑moderate‑income areas and were chosen based on pipe condition and age. Griffin stated the base project cost is $160,000 and that it will be funded by a CDBG grant.

Councilors asked clarifying questions about expected liner lifespan and prioritization. Staff replied the liners generally last “probably 50 plus years,” noting the earliest liners were installed in 1994 and remain functional. Council discussion emphasized balancing short‑term repairs and long‑term replacement when planning pavement and sewer work.

After public comment (a resident questioned whether older parts of town and areas experiencing new development were being prioritized), the council approved the resolution adopting the plan and specifications; the clerk recorded 'All members voting aye.'

Why it matters: The project addresses aging sewer infrastructure in low‑to‑moderate‑income neighborhoods and is financed with federal block grant dollars, which target infrastructure improvements that benefit vulnerable areas.
