Committee advances multiple contracts including $18M stormwater program and $1.55M autonomous‑vehicle pilot

The Public Health & Safety Standing Committee reviewed a lengthy slate of procurement items on June 16 and sent multiple contracts to formal session or approved them in committee. Highlights include:
- Stormwater infrastructure program management (contract 6007080): DWSD staff said the $18,000,000 contract will support green stormwater infrastructure in the Upper Rouge tributary and near East Side, implement requirements under a state permit and assist design and construction administration through 05/31/2030; DWSD noted the work ties to Brightmoor projects and a separate "resolution of necessity" for property acquisition will be presented to another committee (SEG 1493–1501; SEG 1569–1576).
- Sidewalk replacement services (contract 6006862): Members pressed OCP about contractor bonds and the department explained that funds withheld from demolition contracts help pay for subsequent sidewalk work; OCP confirmed a bond of $2,800,000 for major contracting (SEG 1870–1881; SEG 2610–2615).
- Blight, demolition and environmental‑testing contracts (various ARPA/blight funds, e.g., contract 6005855 and amendment to 6006241): The committee discussed scope, time extensions and clarifying correction letters where amounts in meeting materials did not match contract documents; LPD and OCP committed to submit correction letters (SEG 1700–1760; SEG 2640–2656).
- Transportation and pilot programs: The committee approved several transit maintenance and training contracts (remanufactured bus engines, transmissions, synthetic fluids and CDL/tow training) and a $1,550,000 MDOT grant‑funded pilot with Perrone Robotics to relaunch a free autonomous‑vehicle shuttle service between Corktown, downtown and the riverfront; Tim Slusser of mobility innovation said the service aims to resume shortly after the July holiday (SEG 2339–2375; SEG 2469–2506).
Motions on multiple items were handled by voice with a number of "hearing no objection" outcomes. Several items were continued for further information: 6.1 (rehabilitation outcomes) was brought back in one week (SEG 1410–1413); 6.2 (tax‑clearance issue on an emergency demolition contract) was held for three weeks pending tax clearances (SEG 1469–1486); 6.3 and 6.3‑related resolution work were scheduled for further committee consideration (SEG 1659–1666).
