Staff presented the item as a continued quasi‑judicial application, noting applicant‑supplied graphics that included an alternate access roughly 415 feet east/southeast of the originally proposed entrance and a wetlands overlay. Staff said the operation had been estimated at about 365,000 cubic yards of in‑ground material and that previous materials estimated as many as “50 trucks a day” would use the haul road. Mister Mingle submitted staff’s recommendation that the application met the eight operational criteria in the staff report.
Shannon Acevedo of Matthews Design Group, speaking for the applicant, said the team had not completed a full topographic or wetland delineation and was open to moving the access location further south to mitigate impacts on nearby homes. Board members pressed about how far the entrance could move; one member estimated an alternate access could be roughly 1,500–2,000 feet further south than the previously proposed point.
Rayonier Incorporated’s Tim Rester told the board the company would cooperate and said applicant representatives indicated willingness to keep the access between the two mapped potential wetlands to reduce neighborhood impacts.
Mark Langello moved to approve the application with staff’s conditions and an additional condition that the egress/entrance be located between the two potential wetlands shown on the map; the motion was seconded and the chair declared the motion carried.
The board-approved condition requires the applicant to locate the pit entrance within the two mapped wetland‑adjacent points; staff and applicant comments noted a final, formal wetland delineation and site plan remain necessary before permits are issued.
